authorize a sum of three hundred dollars ($300.00) which may be advanced, if requested in writing to the National [International] Treasurer, by the Ring(s). This three hundred dollars ($300.00) is seed money and is to be returned to the National [International] Organization not later than the last day of the fourth month following the last day of the National [International] Gathering. Any deviation must be approved by the Board of Directors. 8.2     DEADLINE FOR SUBMISSION OF BIDS The President of the Organization shall set a deadline date to submit bids for a National Gathering. This deadline shall be sufficient in advance of the proposed National to permit acceptance by the board and also to permit the reassignment of the bid to the next lot/lots in the rotation schedule if no satisfactory bid is received by the deadline. Should a bid fail to materialize from an eligible Lot by the specified date, then the Lot next in line, by rotation, shall be requested to submit a bid. A Lot failing to submit a bid when rotation dictates shall revert to the last position on the rotation schedule to await its next turn in rotation. 8.3     ACCOUNTABILITY The sponsoring Ring(s) shall submit an itemized account of receipts and expenditures related to the holding of a National Gathering to the Secretary no later than the last day of the fourth month following the last day of the National Gathering. There shall be sufficient copies of the accounting supplied for distribution to the Board of Directors. 8.4     MEMBERSHIP SUPPORT A sponsoring Ring must have the support of a majority of its members in its bid for a National Gathering and no individual may undertake to sponsor in behalf of a Ring. 8.5     CONFLICTING EVENTS In the Lot where a National Gathering is to be held, no other events, which may be considered to be in conflict, shall be held within four weeks prior to the start date of the Gathering. Similarly, in all other Lots, no Lot Gatherings shall be held in conflict with a National Gathering. 8.6     ANNOUNCEMENT OF NATIONAL GATHERINGS The dates, and other information, of a National Gathering to be held in the subsequent year shall be published as soon as possible in the Little Circus Wagon. ARTICLE 9.0 - LOT GATHERINGS 9.1     SPONSORSHIP A Lot Gathering may be sponsored by one or more Rings and held at such time as the Lot Manager shall approve and is not in conflict with a National Gathering.
